windows 7 - CPU maxes out at 100% when I use 2nd RAM

There are two possibilities here, either your RAM is not detected by the BIOS or it is not inserted properly in the motherboard. I suggest you to check if the RAM is detected in BIOS or not. If it is detected, please safely remove and place the RAM stick back in the slot and check if it helps.
